This class is mandatory for any Property Manager that manages a home built prior to 1978. All Property Management Companies (PMC’s) and their vendors that work on homes built prior to 1978 must have an EPA Certification for Lead Paint, otherwise they are subject to a fine up to $37,500 a day. The EPA specified that PMC’s, by virtue of 1) Obtaining Bids, 2) Choosing the Vendor, 3) Giving the Vendor access to the Property, and/or 4) Paying the Vendor are now responsible under Renovation, Repair and Paint (RRP) rules. This has dramatically expanded the PMC’s liability.

If the PMC participates in any of the above four tasks, a certified person must be on the job site during the setup and cleanup portion of the job and is responsible for maintaining all records that prove compliance with these rules. The class instructor will provide forms and examples of the documentation the EPA requires. It is common that the maintenance person is not the paperwork person. Property Managers need this class so that they can ensure all of the documentation is created any time work is done on a pre-1978 unit.
